Seems a safer bet when auto_reboot is on (see previous commit).

When auto_reboot_on_setting_change is on and a vlan was configured, the
phone was rebooting endlessly, presumably because an empty vlan_id
parameter was in snom-general.xml and a specified vlan_id parameter was
in MAC.xml, something the phone doesn't seem to handle well.

It's default value is off, which means that, for example, when you
change the vlan settings and you reboot the phone, you must reboot it a
second time for the setting to be effective.

Also, when vlan is not enabled, use a blank vlan_id parameter so that
the phone disable correctly its vlan configuration.
